This is not quite a ship; it is a massive flying structure that lets you convert an asteroid into a base. Confederation scouts use this kind of construction to claim remote corners of the galaxy where nobody lives and there are no suitable planets to settle. After deployment on an asteroid it becomes possible to develop and upgrade the structure in the direction you need.
